Why is mobile data not working?

LG VS980 4G LTE (Verizon) was imported from USA to India . It is being given a BSNL network connection. The network configurations in the phone are set to defaults. However, when the mobile data is enabled, there is no data transfer happening. Is that a problem with the phone or the network. Please give a solution to set it right.
