Why is most my apps disabled

[Android Central Question]

Alright so when I turned on battery savings mode,**** hits the fan from there,
it was just a black screen with the continues message of "android.com stopped working"
I turned it off through the window settings
and when I returned,most of the apps are missing,I went to application manager
and found all of them disabled and take up 0 bytes of space.
there isnt an enable button,and when it does it thinks I am disabling it.
this all happened on a Samsung Galaxy Tab E
plz help

I would try factory reset
