Why is my Galaxy S4 battery going down when off

I don't understand I charge my Galaxy S4 to full charge and I turn my phone off for 6 or 7 hours. When I turn on my phone its down to 59%. But if I pull the battery off the phone and put back in is still at 100%. It's only when I leave it in the phone?

But if I take the battery out it won't go down. Now the temperature of my battery almost all the time is about 92 or 95. Is that way to high?

Honestly this doesn't sound like normal behaviour - can you get your device looked at?
