Why is my Galaxy Tab S 4 8.0 not responding to input?

[AC Question]

I just received the device in the mail. It had no power. I attached a charger and charged it up. Now I am on a Samsung Galaxy Welcome! page.

The device does not respond to any input except to announce to me verbally what button I just pressed. Examples:

"Screen On"
"Start Button"
"Drop-down list: English"
"Accessibility button"
etc.

The physical keys Back and the one that looks like two overlapping rectangles do nothing.

The device cannot be soft reset by holding the power button and pressing the Power off button; the device simply says "Power Off".

The device cannot be soft reset by holding the power button for 20 seconds.

Sounds like it's defective, both the digitizer in the screen and the hardware buttons don't respond. RMA is in order.
