Why is my Google Play Store not finishing the downloads on my s4?

AC Question

When I begin downloading an app using Play Store, it begins very quickly and then it stops at 78%, it stalls, and it just stays there.
 
Make sure you dont have background data disabled on the play store , that happened to me once
