Why is my Nexus 7 (2013) taking so long to turn back on (and what can I do to fix it)?

I was watching YT via the app with some bluetooth headphones connected, and the device sporadically froze and shut off. After pressing power, the pre-load animation is playing, and is still playing. It has been a good 20 minutes at least. What should I do?

Welcome to Android Central! Uh-oh, something might have gone bad in the firmware or hardware. Try forcing a shutdown by pressing and holding the Power button for about 15-20 seconds. Then try powering on again.
