How do you do this? I couldn't find Settings for my lock screen that included weather options? My phone is still constantly searching for the Location....my battery is lasting me about 3 hours on average. SO FRUSTRATED!

I had the same problem & the blinking GPS signal on top corner wasted my battery. I finally fixed it and here's how I did it.
Settings-General
Go to Application manager
Find Maps and click on it
Clear cache on the bottom &
Uninstall updates
Go back to your maps icon , click on it
and start over.

Try this:

Open Phone, as if you were going to make a phone call and dial -
*#9090# (*#197328640# if that doesn't work)
Menu, select Key Input, enter Q
Menu, select Key Input, enter 0000
wait for the next menu. (It takes a while.)
UMTS->COMMON->NV REBUILD->NV REBUILD->SYSTEM->PROTOCOL->GPS->IMS
or, if you don't have UMTS:
UE SETTINGS & INFO->SETTING->SYSTEM->NV REBUILD->ALL

Restart the phone.

The first (cold) fix should take about 20-30 seconds.

When I enter *#9090# nothing happens. If I call, it answers with an announcement that I reached a wrong number. Appreciate any further advice you can offer.

I just tried your fix:

UMTS > COMMON > NV REBUILD > NV REBUILD > SYSTEM > PROTOCOL > GPS > IMS

Problem is, when I got to the "UMTS > COMMON > NV REBUILD > NV REBUILD" page I didn't see the option "SYSTEM". What I did see is the image below...

What do I try next? I opened up my Samsung Galaxy Note 3 (SGN3) and observed that the orange tab on the far right side was firmly connected to its socket. I also lifted a tiny little pin above it to ensure that it made contact​ with the antenna itself.

Before you do, see if just resetting the GPS and redownloading positional data fixes it?

Run that, then in the app, tap the screen, and when you see the menu bar appear, hit the wrench, then Manage A-GPS state, then reset. Then tap the screen again, wrench, Manage A-GPS state, download. Wait until it says it has downloaded GPS assistance data. Then restart the phone. It has always worked for me, across four generations of Android phones.

Funny I have the same problem and tried the app you provided a link to. My SGN3 does see a few satellites but they appear and disappear (see pic included). I'm confused.

@Fulani Filot - that looks like a bad GPS signal - try out in the open outdoors. (Metal roof shingles pretty much kill GPS signals, and they're becoming more common.(
