Why is my phone blinking on half the screen?and it won't shut off.

This seems a hardware problem, you can try to do a clean install. However, I think you need a screen replacement.

Welcome to the forum. I'd have to agree with @Wumble I think your screen is dying. Do you have a repair shop nearby as they could do a better evaluation by being able to see the phone.
