Why is my phone like this?

I got my very first Galaxy S4 about two months ago, it has this problem that it won't download any apps from the Play Store only from the GALAXY APP. There is no virus in my phone so I take my phone in to get it fixed, but all they say is to reset it. Even if I reset my phone it still does the same thing. Is there a solution to this? :-\

Do u have an active google account on the phone?

Is the date correctly set?

If both are yes, you could try cleaning the cache for Google Play and Google services, shut the phone down and remove the battery for a couple of minutes.
