Why is my phone not installing apps when the space is not really low?

The apps are only 20MB and when I try to install it says it needs 654MB, I have 636MB free and usually it would install any app until I reach 200mb free.

Is this from playstore the apps.

Remember that the size of the installer file is usually significantly smaller than the size of the fully installed app.
