No contact or number saves to the Sim or my Google account. I have all permissions on for contacts and I run Android 9. When I try to hit save to save the contact, nothing happens. The box that the word "save" in it gets darker as if it has been selected yet no contact is saved. There are no pop-ups or lag.
What device? What contacts app are you using? When creating the contact, where does it say it's going to save the contact? Most devices don't have an option to save to SIM anymore, and Pixel devices can't even save directly to the device - it's a Google account or no saved contact with them.

Do you see in settings of your contact app your accounts? Definitely help to know which phone you using .
