Why is my phone on Emergency Calls Only?

I recently changed phones but I can only make Emergency Calls.
My phone provider says it's not an issue from their end.
The phone seems to recognise the SIM card (I can see all my contacts etc)
I have tried opening the SIM toolkit but it is "not ready or supported"
Can anyone help with this issue please?
 
Sounds like the phone isn't active which the carrier should detect.

Which model phone is it and what carrier are you on? These questions will help point us in the right direction to help.
 
did you pay your bill? best talk to the carrier and ask them. They can give you a real answer instead of guesses from this site.
 
Welcome to Android Central! Contacts these days are either synced from your Google account or saved to the phone's storage -- not on the SIM card. So seeing your contacts on the phone doesn't have any direct relation to your SIM card function (although there is sometimes an option to import/export contacts by using the SIM card).

Which phone do you have? Are you certain it supports your carrier's bands?
