why is my phone screen not working in cold weather

Hi, i have a HTC one mini and recently since the cold weather the screen has not been working properly, it started by not catching up with itself, so i'd click on something and it'd ghost, so to say, then it started by 3/4 of the screen going from a grey to a white colour with streeks in it. I could still see what was on my screen it was just over clouded by white and now it is not fully working in the cold weather at all. Do i just need to replace the screen?

Well. If it was left in the cold. Or is getting cold itself. The phone could be legitimately freezing. Happened to one of my phones once. I left it in the car when j went to a concert. Came out and the screen was ghost. And like really laggy. Fixed when I got it warm.
