Why is my phone talking everything I press, & I have to press 3 times for it to go there?

Why is my phone talking everything I press, & I have to press 3 times for it to go there

I turned on a setting now I cannot find it it is for people that are kind of blind and it is supposed to say out loud every thing you touch on the phone, yet now it won't scroll and I can't find that same button to undo what I did
