why is my s5 v5.0 hotspot not connecting other phones to the Internet

[AC Question]

1. My Sumsung Galaxy S5 hotspot when switched will be on but will not show any icon on my notifications.
2. When a device is connected to it, it shows connected on the other device but not on my own device.
3. When the other phone is already connected and I turned on my data, the other phone can not access my Internet. .

So please why all these problems

First - turn on Mobile Data before turning the hotspot on. Let it connect to the internet.

Second - does your carrier allow you to use a hotspot with the data plan you're on? (Many of them require you to pay extra to use a hotspot app.)
