this is the second time it happened to me when i charge my phone the first time it happened i change the outlet then its okay again now on the other hand i tried everything changing outlets, changing chargers but it doesn't do anything my phone is below 5 percent when i turn it off then i charge it then when i come back its not charging.

That may need repairer attention.
I agree. Might also be interesting to try one of the wireless chargers if you have one available. That way you might be able to identify if there's an issue with the charging plug / cable or with the battery itself not taking a charge. Either way, especially if the phone is under warranty, sounds like you want to work with your carrier on a replacement or repair.
