Why is my samsung 7 wifi on all the time?

My Samsung 7 wifi won't turn off. I turn it off and a few seconds later it automatically comes back on. Please help me fix this annoying issue?

Welcome to Android Central! Are you seeing the wi-fi toggle switch turn back on, or are you only seeing wi-fi come on in the Settings>Battery graph? Does this happen in Safe Mode as well? https://support.t-mobile.com/docs/DOC-28008
