Why is my speech on Skype so garbled?

my speech is garbled, not able to be understood

My speech on Skype and google hangouts cannot be understood...only some noise comes across. But, my microphone works well when I test recordings on my phone. Any suggestions on what could be the problem?

Are you on 3G or via Wi-fi? If it's on 3G you must be sure that you still have data on your plan.

Thanks. I forgot to say it is a galaxy 4. I am on wifi. I'm overseas, and have cellular turned off. Whenever I call the US on wifi (skype, g-hangouts) the people can't understand anything I say - just hear noise. I hear them perfectly, and microphone works nicely on voice recordings on my phone.
