Why is Pay Pal card reader incompatible with my Note 2? Can Android fix?

I have a Note 2 and a Tab S. Neither is compatible with the PayPal credit card reader. I love these two devices and need a work-around so I can accept swiped payments To paypal. The odd thing is, I got it to work once. Just once though. Help! - Denise
