Why is shade available on the lock screen?

On the lock screen the shade is still available. Shouldn't I have to sign in first? That seems like common sense.

Only certain toggles work , others will prompt you to use password or fingerprint.

And you can configure those too. The notification shade will be available, but if you choose to lock phone changes, trying to activate/deactivate any of them will still require an unlock before anything is changed.

Notification-wise, you can also choose granularly which notifications, if any, you want available on the lockscreen/while locked and which ones will hide content.
