Why is system data taking up 22GB?!

I recently encountered the "low storage" error message on my LG G3 D852. My phone has 32GB of storage but I'm only able to use around 11 GB. The rest is taken up by "system data". Is this an issue or is this how much space it's supposed to take?

You might have read it wrong: As example I've a Samsung Gs7
with 32 GB's too: but under Nougat to check Storage >>I goto
settings >>Tap-Device Management >>Here it shows this

System/user Data: 11.7 GB
Unnecessary data: 0
Available: 20.3

So based in the details provided: The 11 GB must belong
to your Data used and has 21.0 GB Free : To verify

Goto Storage if is shown the same Data-Like in the
mentioned message. Post back to get a solution..!
