Why is that dark grey pop up staying on my screen for ao long?

[Android Central Question]

These dark grey pop up of which I can't exit seem to pop up after certain actions such as taking and saving a screenshot, please see below for example:

It's very annoying because I can't touch it or move it and it stays on the screen no matter what for at least 3-5 minutes. Would greatly appreciate any advice that's offered.

These sound like toast notifications. Usually they are generated by apps. Not sure how to stop them.

Actually it does sound like it the settings in accessibility turn on, go to advance settings> time to take action and set it to default.
