Why is the cog missing from the "MOBILE DATA USAGE" page?

My wife and I have identical phones (Samsung Galaxy S7). On my phone I can go to Settings > Connections > Data usage > Mobile data usage and then click the cog to set up warnings etc. If I follow the exact same procedure on my wife's phone, the cog isn't visible! I had modified the font size for her but even when I revert the font settings to the same as my own phone, the cog is still missing. Is there a particular setting I need to revert to make it show the cog?
 
Who is the provider and who is set up as the guarantor? With tmobile, the contract signer has access to all user data on the phones. Added lines are very limited as to what account info is visible to that user. Hope this helps.
 
Thanks for the reply, but as far as I know, we should both have complete control over our phones. We're with BT Mobile and there doesn't seem to be anything that changes phone settings in the BT Mobile app or website.
 
I worked it out, albeit slightly belatedly! We reset all settings (as a bit of a last resort) and the cog reappeared, but I later realised what the problem actually was. Our phones have a 1GB data limit, recently increased from 500MB. I'd configured a data warning and auto-disable of mobile data to avoid extra charges, and my wife's had reached its old data limit and turned off mobile data automatically. It transpires that when mobile data is disabled, the cog isn't there! Turn mobile data back on again and - hey presto! - the cog reappears.
