Why is the complete format of the phone changed when updating?

Why doens't Android have a standard platform, and then do updates through apps. These are tools like a hammer. When phones were first updated, all companies had to use the same basic criteria. Changing colors, positions, locations on the phone, commands in standard apps, IS NOT PROGRESS. Things that you should be able to do automatically on a phone now just waste your time. Why when I try to submit the question, I am told I should add 10 more characters. You can't fix stupid. I added the 10 characters and it said to add 10 more. really????

Anyway you have to ask Google that. They make Android. They can't seem to keep a design for more than 3 years at at time.

Not just Google, the OEMs have a big say in how their interface looks, unless the OP has a Pixel (which they don't say).

My curiosity has got the best of me.

I think it has something to do with minimum post length, but the OP certainly exceeded that without having to add the lines about it...
