Why is the notification panel still accessible when the phone is locked?

I just noticed this, but why is the notification panel still accessible when the phone is locked? Without entering my password pattern, I'm able to pull down the top menu and enable/disable any of the items shown ie. NFC, Location, Mobile Hotspot, Wifi etc.

must be a bug in yours, mine doesn't do that at all.

I'm able to pull it down and view the toggles but if I try and turn one on/off it asks for my pin first.

I can pull it down, and some work, like flashlight, batt save, and comfort mode, but more secure items like wifi, nfc, etc require a PIN/pattern to continue.
