Welcome to Android Central! You're not in Airplane Mode, are you? Try contacting your carrier and ask if there's an outage in your area. If not, then talk to the about getting a replacement SIM card, since these can fail.

would it be a firmware issue ot motherboard issue. I'm worried that this phone is pooched. What if I flashed a new firmware on would that help or fix said problem?

We already suggested contacting your carrier first to see if there are any issues with the network, and trying a replacement SIM card. Any particular reason you're worried about a firmware or motherboard issue? Is the phone rooted, and did you just recently install a custom ROM? Did you buy the phone used from some random seller?

This happened to me a few days ago, unlocked Note 9 on Sprint. That universal "no" symbol was there, and I wasn't getting any data connection when away from WiFi. I finally found, I think, the cause. I went into Settings, then Connections, then Data Usage, and I found that Mobile Data was turned off. I swear I never turned it off! Once I turned that back on, the "no" symbol went away, and I was again getting a data connection via Sprint.
