How do I remove a white circle thingy when I touch the screen of my phone

Don't know which device you are using but you will have to enable developer option then look for in there for something like touch or pointer indicator and turn it off.

Welcome to Android Central! It could also be an Accessibility feature -- go to Settings>Accessibility and see if anything there is turned on.
