why is there a white frame around picture on camera

When camera is in reverse mode there is a white border and not a full screen.

Welcome.

It may be serving as illumination of the subject. If so, it can probably be turned off in the Camera settings.
 
Welcome to Android Central! Are you using the front or rear camera? Where do you see the white border--when you review the photo in the Gallery?

That's what I'm thinking. My G4 has this option for taking selfies, like a pseudo flash.

Yes, exactly what I was thinking of as a fellow G4 owner. I assumed that by 'reverse mode' the OP meant the front-facing camera, but I could be wrong.
 
Check the filter settings, the 3 colour circle icon.. My settings have a screen with a while surround that can be turned off
