Why is touche always showing pointer location?

touches always showing pointer location

OK so the title would have you think I have the developer option turned on to show touch location. I don't have it on. I've checked and restarted my phone. It still gas a little circle wherever my finger touches the screen. Anyone know why? Its pretty annoying.

Nope. Nothing of the sort. Very weird. Pulled my phone out of my pocket and it was fine. Pulled it out 5 minutes later and boom something happened

So I discovered because of whatever this little circle thing is every time I touch the screen, its some kind of gesture move. I don't have to touch the screen but I can scroll or click on things to have the screen register it. Don't know how it turned on or what it is but I really want to turn it off. If anyone knows please lmk
