Why is voice input not available (galaxy s9+) off of wifi?

[Android Central Question]

Voice to text only seems to be working on wifi. Not available while driving or on regular network connections. Verizon network. Just got the phone a couple weeks ago and it was working fine until the last few days. I've checked the settings related to voice input.
