Why is wifi draining my battery when wifi is off?

I use wifi at home, but I have my phone set to turn off wifi when I leave home (via Llama or Tasker) so it doesn't drain the battery. I double-checked it this morning that it had turned off wifi. When I checked my phone after being at work all day (and not using it at all), it says that I have 45% battery left and wifi used 30%. Why is wifi using that much battery when it's supposedly off? I don't understand why the wifi is draining my battery when I have it turned off. Suggestions?

settings>wifi>menu (3 dots)>advanced>scanning always available. is that checked??
