Why isn't action memo working on my Note 4 Lollipop?

Action memo not working note 4 lollipop

When I try to open an action memo from the home screen nothing happens, on the lock screen the action memo appears momentarily. Direct input is also not working. I have tried a hard reset and cleared the cache partition. My friend has a note 4 running lollipop with no problems I notice he has a different build version to mine.

Just a shot in the dark here but can you try the following? Disable the pen functions on the phone and try to use the pen as you would and see if you notice any deference. Then re-enable the functions and test again. I'm just thinking that maybe the pen functions nigh need a reboot so to speak.
