Why isn't my LG Nexus 4 booting past the looping colored balls?

LG Nexus 4 will not boot past the looping colored balls.

Shattered the screena nd replaced myself. Everything appears to be working. The phone charges, but does not boot past the looping colored balls. Eventually it turns itself off after 15 or so minutes.
