Why isn't my phone converting to SMS/MMS?

I have the setting to resend as SMS/MMS enabled, but whenever I or the recipient of the message are offline it does not convert and instead says waiting to connect.

Yes we are both using the google messages app and I am using the Nothing Phone (1)

When a message can't send, does the Chat status still say Connected?

The chat status is disconnected, and I have the option to convert to SMS/MMS when chat fails enabled. However, it is not converting.

Try clearing the app cache for the Messages app in Settings>Apps. If there are no important messages you want to save, also try clearing the app data.

You can also try the Reset Network Settings option in the system settings.

Which carrier? The Nothing Phone isn't available in the US -- are you in another country?

I am in Canada, my carrier is Freedom Mobile

I wonder if it could be an issue on Freedom Mobile's end. Have you tried asking their support?
