Why isn't my Playstore working?

Playstore is not working

I recently moved to Mexico and so that means I do not have any data I only run off of wifi. I had to restart my entire phone causing it to delete EVERYTHING. As I try to log into my google account on playstore it says "Can't establish a reliable connection to the server. This could be a temporary problem or your Android device may not be provisioned for data services. If it continues, call customor care." what do I do to get playstore to work and get my apps back?

Welcome to Android Central! Any reason why you had to do a factory reset? Was it malfunctioning beforehand? Have you tried logging in using other wi-fi networks?
