Welcome to Android Central! Have you tried a different USB cable? Or have you tried the powerbank on some other device?

yes it(power bank)charge other device like ipod,wireless head phone.

And it charges those devices using the same cable you're using with your phone? When you the plug the phone in, do you see any indication for charging? If you go to Settings>Battery, does it say Charging?

if your bank bank have 2 ports then try to charge 2 phones together, then may be your phone will start charge with power bank.
because, its your phone power setting that creating interrupts.: :'(
