why is my samsung galaxy s3 not charging?

When I connect it to charge it says ' charging paused battery temperature too low

If low temperature is the problem, then use StabilityTest app and then select Classic Stability Test and run it for bit!

Have you checked that there is dust in your phone's port? If there isn't any dust it means some hardware is faulty and you might need to take it to repair shop.
