Why isn't my tablet giving the option to charge or transfer files when plugging into usb on laptop

[Android Central Question]

I have a LG g pad8.0 And I'm trying to transfer videos from the tablet to My laptop. When I pug my tablet into USB on laptop, it doesn't give me the option to charge or transfer media files anymore. Normally I would go to the notification bar and pull down and touch the notification and select transfer media, I no longer have that option. Please help
