Why isn't my USB device being recognizing?

USB device is not recognizing

When ever i insert my USB to my pc, it starts to charge my phone but ti does not recognize the USB port.
I need some help to rectify this problem.

Which windows version? Probably you have to install again the drivers..I had the same in win8
