Why isn't phone to computer USB working? (S6 to Windows 10)

[AC Question]

when I connect my phone to my laptop, I hear the noise that tells me something has been connected, but then I hear the disconnect noise immediately after. It goes back and forth from connected to disconnected and I see a message that says the last time the USB was used, it malfunctioned and cannot be used. The cord is working perfectly for charging.
