Why my phone doesn't charge fully?

hi guys,i have a problem with my phone,it doesn't charge fully,it stops at 90%. when it succed in reaching 100% in few minutes it returns to 90% without using it, I've changed 2 batteries,flashed different kernels,roms factory images of previous android versions,someone help me please!!

10% of your battery is now dead. This number could go up to 20%. This is how battery works.

Mine was the same(2 years of use) but ever since I started using a Moto X charger it has been a bit better

Yes, but the OP had it happen to a second battery:

I've changed 2 batteries

That makes me think the culprit is something else in the phone's hardware. Maybe the component that measures the battery's charge?
