Why my phone has not access security lock,it is always open out of secure

And also I cannot access screen wallpaper, when I try hard restore it will display no command.

Welcome to Android Central! Are you saying that your phone never seems to go to the lockscreen after it goes idle and is awakened again? What's the timeout interval set for the screen to lock? If it's a long interval (like 30 minutes), then maybe you're not giving it enough time to lock. Try setting the timeout to something like 2 minutes.
