Why my Samsung Galaxy Tab A does not connect to Hotel WiFi? w/temp solution

I have a Samsung Galaxy Tab A that quite often does not connect to Hotel WiFi's or many other pubic sites. It is inconsistent and states that the connection is established but Chrome indicates internet unavailable. My temporary Solution is to connect and then in the Chrome Browser put in the IP address 192.168.1.1. This appears to solve the problem most of the time. Is this a Android Bug with the tablet? The tablet was purchased late 2017. Thanks Neil
 
Welcome to Android Central! Is it the kind of wi-fi network where a login website is supposed to pop up in its own window and you have to enter your room number, name, etc. and accept the terms? If that's not coming up, then go to Settings>Apps, tap Menu>Show System, and make sure CaptivePortalLogin isn't Disabled. If it's enabled and the problem persists, there may be some other bug in the system -- this happens on my daughter's Lenovo Tab 4 8 as well. I usually have to figure out the actual URL for that login page and enter it manually in the Chrome browser.
 
If you are using a VPN, turn it off. I have ExpressVPN. Before you try to connect via your Internet browser, open the VPN app. Should be disconnected as you are not connected to the web. At the bottom of the VPN app opening page there is an option to unblock the Internet. Select this. Now, open your favorite browser and try to connect to any website. It should take you to the hotel's sign-in page.
