Why there's no button to transfer app to sd card?

I know some app can't transfer to sd card and blah blah blah...But now my phone is ASUS ZenFone2 laser with Android v6.0.1 marshmallow when I go setting and follow the procedure and get to the place that there's button that transfer app to sd card my phone don't have the button is there any solution to solve this.

No, that's set by the app's developer. If the app won't run from the SD card, some of them are getting smart enough to have the button turned off, so you can't move the app to the card, and then complain that the app doesn't work. (And the more "developers" use app-writing apps, the more we're going to see of that.)

Some phone makers' versions of the operating system hides the button behind other stuff, like
settings>apps>app manager>Gmail>storage>
on other phones it might be
settings>SD card
see if you can search for SD in settings
