Why will my Samsung S9 not display notifications from a Ring Video Doorbell 2

Ring Video Doorbell 2 ring app does not trigger notifications on my Samsung S9

In the Ring app
1) Click on the door bell icon
2) Click on "App Alert Tones"
3) Click on "Motion Alerts" and ensure that it is enabled and set at the correct importance level.
4) Do the same for "Ring Alerts"

Then make sure that notifications are enabled for the app in Settings -> Notifications
