Why won't Motorola Device manager install?

Motorola Device manager wont install.

Hello, I want to develop and when I try to install the drivers for my DROID Turbo, the device manager installer, (not the device manager itself) stops at step 2 of three and makes my computer slow. I have downloaded it from the correct link and tried to install it bunch of times. (And yes, I have rebooted my PC). I would like help.

I would try downloading the whole thing again. There may have been a download error the first time.

Have you tried running the install as an Administrator?

Yes, I have right-clicked and ran it as administrator.
