That aside, leave it on the charger for at least 2 hours if it's a 10,000mAh bank, just to see a little charge showing up. (From 1% to 100% will take at least 7 hours. And letting it drop to 1% regularly will kill it in a month or two. NEVER let a lithium battery (which is what a battery bank is) discharge below 40%. (And don't charge it past 100% - the moment it gets to 99%, actually, is the best time to disconnect the charger to keep from cooking the battery.)
So if you've been dropping it to 1% for a month or more, it's time to replace it. Otherwise, a few hours should show some charge. Then leave it on the charger until it's at 99%-100%, but if you're going to get that last percent in there, disconnect the charger the moment it reaches 100%.
