Why won't my battery charge past 4?

My battery won't charge past 4%

Exactly as it says. My phone has been on charge for 4 hours now and won't go past 4%. Does anyone have any ideas? Thank you.

It's the S4.

Turn the phone off. Leave it on the charger for 24 hours. Then let us know where it's at. An unconditioned battery, charged with the phone on, isn't going to get much of a charge in 4 hours.
