Why won't my Galaxy S6 only vibrate when I get a text message?

why wont my galaxy s6 only vibrate when I get a text message?

I have the sound off and the vibrate on and it will not vibrate.

Do you have power saving mode turned on? I have that on and mine doesn't vibrate when a text comes in.

I have the same problem but I've always been in power saving mode and it worked fine. Now it doesn't. I simply want my phone to vibrate when I get a text when on vibrate mode and it's not happening. Any suggestions would be appreciated. I am not in ultra power saving mode, just the standard power saving. Is there no way around this?

settings - sounds and notifications - vibrations
check vibration intensity and vibrate while ringing

I had the same problem until I turned of power-saving mode
