Why won't my newly repaired Samsung S4 power up?

my newly repaired samsung s4 will not power up

After replaceing the screen and frame ***'y on my Samsung s4 I tested it before putting on the inner cover/ bezel and it worked fine. After installing the inner cover/ bezel it would not power up at all. I checked the seating of the logic board and it seems fine. it will shut off when the screws on the vol control side are installed what gives? can anyone help me out there?
